Mr. Beaver suggests that when someone who has a history of antagonism with an electoral body is (not only) suspected of violating electoral law (but also insistent in persisting violating it) in a manner so sociopathic and vile that not only does it strike at the very heart of democracy itself, but could also reasonably result in people losing their lives, there is no time to waste and thus there should be no hesitation in using the full extent of the law in order to compel the needed cooperation and compliance.
