In this episode of Exposed: Scandalous Files of the Elite, Jim brings you the very first episode in a brand new series released under his "Bloody Angola Podcast" brand.

50 Shades of Evil covers the most notorious and dangerous inmates incarcerated in each of the fifty states. In this first episode in the series Jim takes you to Texas where Texas Death Row inmate Billy Joel Tracy was sentenced to (2) life sentences for the attempted murder of a 16 year old Texas teen.

 Billy’s evil life behind bars was even worse. His reign of terror would result in 27 separate altercations with correctional officers culmination in a death sentence in 2017 for the murder of a correctional officer while incarcerated. Billy Joel Tracy is widely considered the most dangerous inmate in the state of Texas.

1
00:00:00.000 --> 00:00:03.640
Hey everyone, and welcome back to Exposed Scandalous Files of

2
00:00:03.680 --> 00:00:07.120
the Elite. I am your host, Jim Chapman, and I

3
00:00:07.160 --> 00:00:11.080
have a little surprise drop for you today. Now I'm

4
00:00:11.160 --> 00:00:14.439
dropping this on a Saturday, so if you're listening to

5
00:00:14.519 --> 00:00:19.359
this today, I don't typically drop episodes on Saturday, but

6
00:00:19.440 --> 00:00:23.600
I wanted to promote another podcast that I do today

7
00:00:23.760 --> 00:00:27.920
called Bloodying Gola and put one episode of a new

8
00:00:28.079 --> 00:00:33.439
series that I started on that particular podcast on this feed.

9
00:00:33.600 --> 00:00:36.000
And the reason I'm doing that it kind of relates

10
00:00:36.039 --> 00:00:39.799
to Exposed Scandalous Files of the Elite in some ways.

11
00:00:40.039 --> 00:00:43.880
And what I'm doing with this series is it's called

12
00:00:44.079 --> 00:00:49.320
fifty Shades of Evil. In each week on Bloodying Gola podcast,

13
00:00:49.600 --> 00:00:54.359
I cover what is considered the most dangerous inmate from

14
00:00:54.520 --> 00:00:59.000
each state in the country. Obviously there's fifty states, so

15
00:00:59.039 --> 00:01:03.240
I'm covering fis fifty different inmates. The very first episode

16
00:01:03.280 --> 00:01:06.840
from that series that I released just this past week

17
00:01:06.920 --> 00:01:11.040
on Bloodying goal of podcast was an inmate from Texas

18
00:01:11.200 --> 00:01:15.040
and his crimes absolutely unbelievable. So I'm only going to

19
00:01:15.120 --> 00:01:17.799
drop one of these on this feed, and it is

20
00:01:17.920 --> 00:01:21.640
the inaugural episode. If you like what you hear. I'm

21
00:01:21.799 --> 00:01:26.239
linking Bloodying Goal of Podcast in the description of this podcast,

22
00:01:26.319 --> 00:01:29.439
so go listen to it. If you already followed both podcasts,

23
00:01:29.599 --> 00:01:32.439
no worries, Please feel free to share it with someone

24
00:01:32.519 --> 00:01:35.640
that you feel might enjoy the podcast. But if you

25
00:01:35.760 --> 00:01:38.920
do not follow Bloody and Goal of podcasts, this one's

26
00:01:38.920 --> 00:01:42.200
for you. Just a little extra this week. And here

27
00:01:42.239 --> 00:02:01.599
it is fifty Shades of Evil Texas. I walk the

28
00:02:01.719 --> 00:02:02.879
street line.

29
00:02:04.280 --> 00:02:09.199
Shackle Change, Oh Whosome Gerdy.

30
00:02:11.240 --> 00:02:17.280
It's calling by the name there is no Mercy and

31
00:02:17.439 --> 00:02:23.479
it's been a tenery juice as the hill stream game

32
00:02:24.680 --> 00:02:27.560
Rango three.

33
00:02:28.120 --> 00:02:28.960
Com b.

34
00:02:31.400 --> 00:02:33.240
By me to die.

35
00:02:34.840 --> 00:02:40.159
Inside these walls, inside the wise.

36
00:02:41.599 --> 00:02:53.080
And when the girls I know it's old Bloody Angle,

37
00:02:56.360 --> 00:02:59.759
Obody Angle.

38
00:03:16.120 --> 00:03:19.360
Hey everyone, and welcome back to Bloody Angola Podcast. I'm

39
00:03:19.400 --> 00:03:23.120
your host Jim Chapman, and I am starting a brand

40
00:03:23.159 --> 00:03:27.400
new series today. I'm going to be calling fifty Shades

41
00:03:27.759 --> 00:03:31.360
of Evil Now. Each week with this series, I'm going

42
00:03:31.400 --> 00:03:33.800
to be bringing you the story of some of the

43
00:03:33.840 --> 00:03:39.080
most dangerous inmates in each of the fifty states. This week,

44
00:03:39.280 --> 00:03:42.919
to start off the series, I'm bringing you to Texas

45
00:03:43.159 --> 00:03:45.719
and I'm going to tell you the story of Texas

46
00:03:45.759 --> 00:03:50.840
inmate Billy Joel Tracy, and I did research this, y'all,

47
00:03:51.000 --> 00:03:54.680
and his parents were not a fan of Billy Joel.

48
00:03:54.919 --> 00:03:58.000
Surprisingly enough, it just so happens he has the same

49
00:03:58.120 --> 00:04:01.319
first and middle name. But he is currently on death

50
00:04:01.479 --> 00:04:05.400
row at the Polunsky Unit, where he is housed for

51
00:04:05.520 --> 00:04:09.439
one of the most brazen acts of prison violence in

52
00:04:09.520 --> 00:04:14.159
recent Texas history. Billy Joel Tracy was originally sentenced to

53
00:04:14.240 --> 00:04:17.879
life for aggravated assault and burglary, and it was not

54
00:04:18.079 --> 00:04:22.639
long before he became a documented menace behind bars. He

55
00:04:22.800 --> 00:04:28.120
racked up over twenty seven assaults on correctional officers alone

56
00:04:28.639 --> 00:04:33.720
before he actually killed a forty seven year old correctional officer.

57
00:04:33.879 --> 00:04:36.040
So let's get into it, and I'm going to take

58
00:04:36.120 --> 00:04:40.759
you back to November thirtieth of nineteen seventy seven. That's

59
00:04:40.800 --> 00:04:46.439
when Billy Joel Tracy was born in the town of Zanesville, Wisconsin.

60
00:04:46.519 --> 00:04:50.319
And for those not familiars, Zanesville is a rather large

61
00:04:50.319 --> 00:04:56.079
city sixty five thousand residents. It's known for its outdoor recreation.

62
00:04:56.240 --> 00:05:00.560
It has great hiking trails as well as recreational boating

63
00:05:01.079 --> 00:05:04.879
along what is known as the Rock River. But Billy Joel,

64
00:05:05.360 --> 00:05:08.560
he was not really in that area long enough to

65
00:05:08.720 --> 00:05:16.199
enjoy it. While still an infant, his family relocates to Dallas, Texas. Now,

66
00:05:16.240 --> 00:05:20.399
this was the late seventies. Dallas, Texas at that time

67
00:05:20.680 --> 00:05:24.800
was booming economically, and in his parents' mind, it seemed

68
00:05:24.839 --> 00:05:28.199
like a good place to settle with their only child,

69
00:05:28.240 --> 00:05:32.480
Billy and seek work. Now, while the Dallas area was

70
00:05:32.480 --> 00:05:37.319
going through a major economic boom during that time due

71
00:05:37.480 --> 00:05:42.120
primarily to the oil industry, the Tracy family not so much.

72
00:05:42.480 --> 00:05:45.639
And when Tracy was around seven years old, they actually

73
00:05:45.759 --> 00:05:50.879
move again, this time to Colorado, but three years later

74
00:05:51.120 --> 00:05:54.959
they would return back to the Dallas, Texas area, in

75
00:05:55.120 --> 00:06:01.000
specifically Rockwell County. Now, growing up through adolescents in the nineties,

76
00:06:01.360 --> 00:06:05.800
Billy would start what I would call his descent into crime,

77
00:06:05.920 --> 00:06:09.600
and he would gain kind of a reputation around the

78
00:06:09.720 --> 00:06:14.720
Rockwell area as being very volatile. This would lead to

79
00:06:14.959 --> 00:06:19.839
some psychiatric issues that would lead to his mother actually

80
00:06:20.000 --> 00:06:26.040
hospitalizing him at twelve years old in a psychiatric hospital. Now,

81
00:06:26.279 --> 00:06:30.639
his parents really all the documented details that I have

82
00:06:30.920 --> 00:06:35.439
on his parents, they suffered from mental issues themselves. There

83
00:06:35.480 --> 00:06:40.120
were allegations of physical abuse that would occur during Billy's

84
00:06:40.240 --> 00:06:44.120
upbringing and the household at this point would be considered

85
00:06:44.519 --> 00:06:48.120
very dysfunctional. So he's going in and out of these

86
00:06:48.399 --> 00:06:52.199
psychiatric hospitals and they're not really finding him. When I

87
00:06:52.199 --> 00:06:56.000
say they, doctors are not really finding anything that would

88
00:06:56.439 --> 00:07:01.319
necessarily point to him being mentally ill. So he would

89
00:07:01.360 --> 00:07:05.079
get released pretty quick and he would return to his household,

90
00:07:05.639 --> 00:07:09.480
but the issues with Billy would continue to persist. He

91
00:07:09.560 --> 00:07:12.000
was just not a good kid man. He was always

92
00:07:12.120 --> 00:07:15.360
getting into trouble, and by the time he reached seventeen

93
00:07:15.439 --> 00:07:20.560
years old, his mother had enough. He was incorrigible, just

94
00:07:20.639 --> 00:07:23.319
a bad kid, and she would kick him out of

95
00:07:23.319 --> 00:07:26.680
the house. So Billy Joel Tracy. He's on his own

96
00:07:26.920 --> 00:07:29.319
at seventeen years old, and he has to make his

97
00:07:29.399 --> 00:07:32.759
way right. No lifeboat anymore. He can't go back home

98
00:07:32.800 --> 00:07:35.839
to mom and dad's house. And it was just a

99
00:07:35.839 --> 00:07:41.759
few months later that he gets arrested for retaliation against

100
00:07:41.800 --> 00:07:44.920
a witness to a crime, and because he was a

101
00:07:45.000 --> 00:07:49.439
juvenile at this time, the records on that particular case

102
00:07:49.839 --> 00:07:53.800
were not released, they were sealed. However, he does get

103
00:07:53.839 --> 00:07:58.519
a three year jail sentence, which he starts serving and

104
00:07:58.839 --> 00:08:03.519
after twenty months in prison. He does get paroled on

105
00:08:03.839 --> 00:08:07.399
that jail sentence, and at this point in time it's

106
00:08:07.600 --> 00:08:12.120
July of nineteen ninety six, so he's back out into

107
00:08:12.160 --> 00:08:15.639
the real world and he's got to make his way again.

108
00:08:16.160 --> 00:08:18.839
The state of Texas is not paying for him to

109
00:08:18.879 --> 00:08:22.000
have room in boarding food anymore. And he does get

110
00:08:22.000 --> 00:08:27.240
a job he's performing primarily manual labor, and he also

111
00:08:27.319 --> 00:08:30.959
gets an apartment. And hey, maybe this kid is scared

112
00:08:31.199 --> 00:08:34.720
straight by this point after serving those twenty months in prison.

113
00:08:35.600 --> 00:08:39.440
No way, not a chance with this guy. In nineteen

114
00:08:39.559 --> 00:08:42.799
ninety eight, at the age of just twenty years old,

115
00:08:42.919 --> 00:08:47.519
he makes the biggest mistake of his short life thus far,

116
00:08:47.840 --> 00:08:52.240
when on the evening of January twenty eighth of nineteen

117
00:08:52.320 --> 00:08:56.240
ninety eight, he invites a friend over to his apartment

118
00:08:56.480 --> 00:09:00.879
for drinks. This is in Garland, Texas. His friend brings

119
00:09:00.960 --> 00:09:05.200
along his girlfriend, who is sixteen year old Casey Coon,

120
00:09:05.639 --> 00:09:11.360
and they start drinking beer, primarily nothing super hard, and

121
00:09:11.519 --> 00:09:17.519
Billy starts making sexually suggestive remarks to a sixteen year

122
00:09:17.519 --> 00:09:20.720
old Coon. Now he's twenty years old. At this time,

123
00:09:21.399 --> 00:09:25.320
her boyfriend is sitting right there in Coon She's like

124
00:09:26.320 --> 00:09:29.279
I was worried, but I wasn't that worried because my

125
00:09:29.320 --> 00:09:32.480
boyfriend was right there. I felt safe at the time,

126
00:09:32.559 --> 00:09:37.120
so I was just blowing off and ignoring those comments. Now,

127
00:09:37.120 --> 00:09:40.879
eventually she and her boyfriend would leave. Her boyfriend brings

128
00:09:40.919 --> 00:09:45.039
her home where Casey lived with her mother, and she

129
00:09:45.279 --> 00:09:48.679
would get dressed for bed, take a shower. She'd crack

130
00:09:48.759 --> 00:09:53.039
open the window to smoke a cigarette, and around that time,

131
00:09:53.879 --> 00:09:58.720
much to her surprise, Billy Joel Tracy appears at the

132
00:09:58.759 --> 00:10:01.799
window and he starts happing on it. She sees this,

133
00:10:02.159 --> 00:10:05.240
she tells him to go away, and he not only

134
00:10:05.360 --> 00:10:10.679
ignores that request, but he gets pissed and he basically

135
00:10:10.919 --> 00:10:15.399
bends the frame of that window to gain entry into

136
00:10:15.440 --> 00:10:18.759
the house. And this sixteen year old girl at this time,

137
00:10:18.919 --> 00:10:22.679
she is basically shocked. So you have heard me discuss

138
00:10:22.879 --> 00:10:28.320
before the three f's fight, flight, or freeze. That's the

139
00:10:28.399 --> 00:10:32.000
three responses people are going to have to high stress

140
00:10:32.240 --> 00:10:37.840
scary situations, and in Casey's case, it was definitely freeze.

141
00:10:38.440 --> 00:10:41.960
She just stood there, she was unable to scream, and

142
00:10:42.159 --> 00:10:46.559
Billy Joel Tracy made his way into her bedroom. Now,

143
00:10:46.600 --> 00:10:50.519
as soon as he gets in her bedroom, he starts disrobing,

144
00:10:50.759 --> 00:10:53.759
he removes his shirt, he takes off his shoes, and

145
00:10:53.799 --> 00:10:58.399
he attempts to kiss this sixteen year old girl, Casey Khon.

146
00:10:58.960 --> 00:11:02.799
At this point, she responds to that kiss and she

147
00:11:03.080 --> 00:11:07.960
bites the shit out of his lip. In response to that,

148
00:11:08.480 --> 00:11:12.840
Billy Joel Tracy hits her, knocks her to the ground,

149
00:11:13.000 --> 00:11:16.080
jumps on top of her, and he starts strangling her

150
00:11:16.440 --> 00:11:20.240
to the point she loses consciousness. So the next thing,

151
00:11:20.399 --> 00:11:23.720
Casey Koon knows, she's waking up and she's in the

152
00:11:23.799 --> 00:11:28.919
back of Tracy's car on the floorboard. She's bloody, she's

153
00:11:29.080 --> 00:11:32.639
very bruised up. And upon noticing that she has regained

154
00:11:32.840 --> 00:11:36.039
consciousness in the back of that car while he's driving,

155
00:11:36.159 --> 00:11:40.440
Billy Joel Tracy just continues to beat on her. He

156
00:11:40.480 --> 00:11:44.759
then drives to a park in Rockroll, Texas, and y'all,

157
00:11:44.799 --> 00:11:47.039
this is the middle of the night. It's like three

158
00:11:47.039 --> 00:11:49.759
point thirty in the morning. He pulls in that park,

159
00:11:49.960 --> 00:11:52.919
he pulls Casey out of the car, he drags her

160
00:11:52.960 --> 00:11:58.120
in the woods, and he just continues to relentlessly beat

161
00:11:58.200 --> 00:12:02.480
on her. Now about this point in time, a police

162
00:12:02.519 --> 00:12:06.600
officer by the name of Paul Brett. He's driving by

163
00:12:06.639 --> 00:12:10.639
that park and he happens to notice a car parked

164
00:12:10.639 --> 00:12:13.639
in the parking lot, so he pulls up to investigate

165
00:12:13.679 --> 00:12:18.120
the situation, initially thinking it's some underage kids drinking in

166
00:12:18.159 --> 00:12:21.480
the car or something like that. But when he pulls up,

167
00:12:21.960 --> 00:12:28.519
he hears a very faint scream, help me. It wasn't

168
00:12:28.559 --> 00:12:32.559
even a scream that he would describe later as a

169
00:12:32.919 --> 00:12:36.440
loud scream. It was very faint, but it was a

170
00:12:36.720 --> 00:12:40.840
scream that he knew someone was in serious trouble. So

171
00:12:40.960 --> 00:12:44.519
the officer pops his flashlight up in the tree line

172
00:12:44.720 --> 00:12:47.840
where he heard that coming from in the park, and

173
00:12:47.919 --> 00:12:52.159
he sees Billy Tracy on top of sixteen year old

174
00:12:52.279 --> 00:12:56.759
Casey Kuhn. Now, at that point, Tracy sees the flashlight,

175
00:12:57.039 --> 00:13:00.639
he sees where it's coming from, and rather than run away,

176
00:13:00.960 --> 00:13:06.120
he runs straight at this police officer full speed. The

177
00:13:06.159 --> 00:13:10.960
police officer, shocked by this officer britt he draws his

178
00:13:11.080 --> 00:13:14.080
gun and before he could even point it in the

179
00:13:14.120 --> 00:13:19.159
direction of Billy Tracy, the two begin to fight in

180
00:13:19.240 --> 00:13:22.480
this park. And keep in mind Billy Tracy young guy

181
00:13:22.840 --> 00:13:26.480
twenty years old. He's not very big, maybe about five eight,

182
00:13:26.600 --> 00:13:30.720
but he is very strong and very muscular. Now the

183
00:13:30.759 --> 00:13:35.000
police officer, Paul Britt, he's no slouch himself, and he's

184
00:13:35.039 --> 00:13:39.679
still relatively young as well. He's only thirty years old

185
00:13:40.120 --> 00:13:43.679
at this time, and he's well built, muscular. So they

186
00:13:43.720 --> 00:13:47.960
start going at it and they literally fight for six

187
00:13:48.320 --> 00:13:52.600
minutes straight. They were kicking each other, punching each other.

188
00:13:52.879 --> 00:13:55.720
And look, six minutes straight of this, y'all, this is

189
00:13:55.919 --> 00:14:00.799
like an eternity in a fistfight, no stopping, no resting,

190
00:14:01.399 --> 00:14:08.080
just swing after swing after swing, wrestling with each other, etc. Fortunately,

191
00:14:08.600 --> 00:14:12.519
during this melee, if you will, the officer was able

192
00:14:12.600 --> 00:14:17.559
to access his radio on his shoulder and call for backup.

193
00:14:17.799 --> 00:14:20.960
What's running through his mind at this time is, if

194
00:14:21.000 --> 00:14:23.440
I can keep this guy off of me long enough

195
00:14:24.120 --> 00:14:27.559
and I can continue to fight him long enough until

196
00:14:27.639 --> 00:14:31.000
backup arrives, I may actually have a chance here. And

197
00:14:31.080 --> 00:14:33.600
shout out to this officer that he was able to

198
00:14:33.639 --> 00:14:38.840
actually do that just before he was totally exhausted and

199
00:14:38.919 --> 00:14:42.879
Billy Tracy would start getting the best of him. Backup

200
00:14:42.960 --> 00:14:46.960
shows up. So Billy Tracy sees this other officer arrive

201
00:14:47.039 --> 00:14:51.159
at the scene and he hauls ass into the woods. Now,

202
00:14:51.679 --> 00:14:56.080
first instinct from this officer he was fighting. Paul Brett

203
00:14:56.120 --> 00:14:59.279
was to give chase to the suspect right but when

204
00:14:59.320 --> 00:15:03.600
he took off run after Billy, he notices this sixteen

205
00:15:03.679 --> 00:15:07.440
year old girl, Casey Kuhn, was still alive. Now he

206
00:15:07.480 --> 00:15:11.000
had assumed because she had moved during this whole six

207
00:15:11.080 --> 00:15:14.919
minute fight, didn't even breathe that he could tell that

208
00:15:15.039 --> 00:15:19.000
she was dead, but she wasn't. So rather than chase

209
00:15:19.120 --> 00:15:25.159
Billy down these officers, Paul Brett and his backup, they

210
00:15:25.279 --> 00:15:28.879
chose to render aid to sixteen year old Casey Kuhn,

211
00:15:29.320 --> 00:15:33.639
which turned out to be the right decision because she lived,

212
00:15:34.039 --> 00:15:38.000
although barely. She would suffer a broken orbital bone, a

213
00:15:38.039 --> 00:15:43.240
broken nose, lost teeth, permanent vision damage, and she would

214
00:15:43.279 --> 00:15:48.919
require facial reconstructive surgery. So as soon as police would

215
00:15:48.919 --> 00:15:52.320
get an ambulance and it would arrive and Casey Kuhn

216
00:15:52.399 --> 00:15:56.080
would be loaded onto that ambulance, it's time to find

217
00:15:56.120 --> 00:16:00.480
this assailant. Alerts get issued for everybody to stay in

218
00:16:00.519 --> 00:16:05.519
their house. Helicopters are deployed and Billy Joel Tracy is

219
00:16:05.600 --> 00:16:09.240
on the run and police knew who he was because

220
00:16:09.320 --> 00:16:13.120
they interviewed Casey Kuhn. Obviously, the scene and she said

221
00:16:13.399 --> 00:16:16.919
his name. So he's on the run, and he would

222
00:16:17.000 --> 00:16:20.919
break into several houses during this man hunt. He would

223
00:16:20.960 --> 00:16:24.799
steal cash, he would steal food from these houses. And

224
00:16:24.919 --> 00:16:29.840
eleven hours later, Tracy would make a mistake and break

225
00:16:29.879 --> 00:16:34.600
into an occupied house. Now the people living there, Joyce

226
00:16:34.879 --> 00:16:39.480
Lemons and her daughter, They obviously are startled by this.

227
00:16:40.120 --> 00:16:42.799
They run out the front door to a neighbor's house,

228
00:16:43.279 --> 00:16:46.919
and that neighbor would call police. So police arrive at

229
00:16:46.960 --> 00:16:51.200
the scene and Billy Joel Tracy climbs to the roof

230
00:16:51.480 --> 00:16:55.559
of this three story house. He stands on the top

231
00:16:55.639 --> 00:16:57.720
of it, on the peak if you can picture that.

232
00:16:58.440 --> 00:17:02.919
He screams bye bye to the police, and he literally

233
00:17:03.120 --> 00:17:06.839
does a backflip off of the house. He hits a tree,

234
00:17:07.480 --> 00:17:10.319
a bunch of limbs, and then he lands in a

235
00:17:10.359 --> 00:17:14.799
flower bed, and he's somewhat injured in this incident, but

236
00:17:14.920 --> 00:17:19.400
nothing major. However, he was injured enough the police were

237
00:17:19.440 --> 00:17:22.759
able to take him into custody right there in the

238
00:17:22.799 --> 00:17:26.359
flower bed. Now, at this point, he goes to jail

239
00:17:26.680 --> 00:17:30.720
and on July thirty first of nineteen ninety eight, he

240
00:17:30.799 --> 00:17:34.440
gets sentenced for the attemptive murder of Casey Kuhn, as

241
00:17:34.480 --> 00:17:37.440
well as a slew of other charges, and when it

242
00:17:37.480 --> 00:17:40.440
was all said and done, he ended up with two

243
00:17:40.519 --> 00:17:44.839
life sentences plus twenty years for the burglaries that he

244
00:17:44.880 --> 00:17:48.920
committed during those eleven hours on the run. And to

245
00:17:49.000 --> 00:17:52.519
say that this guy was not a model prisoner when

246
00:17:52.599 --> 00:17:56.640
he got to prison would be putting it lightly. As

247
00:17:56.759 --> 00:18:00.799
soon as Billy Joel Tracy goes to prison, he's getting

248
00:18:01.000 --> 00:18:05.559
written up left right in sideways. And he's a young kid, y'all,

249
00:18:05.640 --> 00:18:09.640
twenty one years old at this time. He would spend

250
00:18:09.759 --> 00:18:14.160
the majority of that early time in prison in segregation,

251
00:18:14.759 --> 00:18:17.279
and every time he would get out of segregation and

252
00:18:17.359 --> 00:18:21.599
go back into general population, his favorite thing to do

253
00:18:22.279 --> 00:18:28.880
seemed to be assaulting other inmates and especially correctional officers.

254
00:18:29.160 --> 00:18:32.559
He would flood his cell a lot just to piss

255
00:18:32.599 --> 00:18:35.759
off the officers on his tier and just to be

256
00:18:35.839 --> 00:18:39.279
a menace. Twenty seven different assaults, y'all in a short

257
00:18:39.319 --> 00:18:43.480
period of time. He eventually gets transferred because they just

258
00:18:43.559 --> 00:18:48.119
can't handle him at this prison, and he gets transferred

259
00:18:48.160 --> 00:18:52.119
to what's known as the Clemens Unit in Amarillo, Texas.

260
00:18:52.440 --> 00:18:56.240
And look, Texas, they don't call their prisons prisons. They

261
00:18:56.279 --> 00:18:59.519
call them units, and they all of course have different names,

262
00:18:59.559 --> 00:19:02.680
and we're going to mentioned many of those today because

263
00:19:02.680 --> 00:19:05.759
he has transferred so many times. But at this point,

264
00:19:06.160 --> 00:19:09.359
it's November of two thousand and five that I'm going

265
00:19:09.440 --> 00:19:13.759
to bring you to November twenty specifically, and Billy Joel

266
00:19:14.279 --> 00:19:18.240
Tracy at this time was twenty seven years old. Now

267
00:19:18.240 --> 00:19:20.480
at the time of the incident that I'm going to

268
00:19:20.559 --> 00:19:24.400
tell you about, Billy was on the third floor of

269
00:19:24.440 --> 00:19:28.200
what is known as the iPod. I know, I know

270
00:19:28.319 --> 00:19:32.640
that's convenient, but it's called iPod. They use letters there.

271
00:19:33.200 --> 00:19:37.480
And a CEO working the pod at that time was

272
00:19:37.799 --> 00:19:42.440
a female by the name of Katie Stanley, and she

273
00:19:42.799 --> 00:19:46.359
is on the third floor of that tier in the

274
00:19:46.400 --> 00:19:50.200
iPod and she's just walking the pod, doing her job, right.

275
00:19:50.920 --> 00:19:55.240
And look this particular prison, the Clemings Unit, they had

276
00:19:55.279 --> 00:19:58.680
cameras everywhere, like three hundred different cameras, so this is

277
00:19:58.759 --> 00:20:02.640
all on surveillance video. And you can see on that

278
00:20:02.720 --> 00:20:07.160
surveillance video Katie Stanley walking that tear and you see

279
00:20:07.279 --> 00:20:12.000
Billy Joel Tracy basically come out of nowhere and just

280
00:20:12.640 --> 00:20:18.160
jump on her and he is raining down punches, he's

281
00:20:18.359 --> 00:20:23.319
kicking her and he's wielding a prison made shank. He

282
00:20:23.599 --> 00:20:28.759
stabs her seven times, stabbing her in the neck, stabbing

283
00:20:28.759 --> 00:20:32.400
her in the lungs, stabbing her in the kidneys. The

284
00:20:32.480 --> 00:20:36.480
attack was so brutal, in fact, that the only reason

285
00:20:36.599 --> 00:20:42.160
he stopped is because he lost his shank inside of

286
00:20:42.160 --> 00:20:47.839
her body. Literally when that happens, he gets up and

287
00:20:47.880 --> 00:20:50.799
he attempts to throw her off the third floor of

288
00:20:50.799 --> 00:20:53.319
the tier, and in the surveillance video you can see

289
00:20:53.359 --> 00:20:55.240
him kind of struggling to pick her up and put

290
00:20:55.279 --> 00:20:58.559
her over that railing. He eventually gave up on that

291
00:20:59.359 --> 00:21:02.720
and he just basically lets her body fall to the

292
00:21:02.759 --> 00:21:07.400
ground and runs off down the tier. Obviously, officers take

293
00:21:07.480 --> 00:21:10.960
him into custody in the tier and they questioned him

294
00:21:11.200 --> 00:21:15.200
about the attack, and Billy Joel Tracy said it was

295
00:21:15.319 --> 00:21:21.079
because his cell was constantly getting tossed, and that primarily

296
00:21:21.599 --> 00:21:27.039
he was pissed because his toothpaste kept getting confiscated and

297
00:21:27.079 --> 00:21:29.920
that someone had to pay for that, and it just

298
00:21:30.000 --> 00:21:32.799
so happened that she was the one working that day,

299
00:21:32.799 --> 00:21:36.599
that it wasn't personal against her. Now, in the trial

300
00:21:37.000 --> 00:21:41.519
that ensued, Katie Stanley, who would live, she described Billy

301
00:21:41.559 --> 00:21:46.759
Tracy's face as being completely blank during that attack. She

302
00:21:46.920 --> 00:21:52.319
said he had no emotion whatsoever. Now, for that attack,

303
00:21:52.400 --> 00:21:55.799
which clearly is a case of attempt to murder, right,

304
00:21:56.359 --> 00:22:01.680
Billy Joel Tracy, he receives just an additional forty five years,

305
00:22:01.720 --> 00:22:05.480
which you're serving two life sentences. And that's what makes

306
00:22:05.640 --> 00:22:09.160
this guy say dangerous or really any anybody that's serving life,

307
00:22:09.799 --> 00:22:12.200
is that I have anything to lose. I mean, he

308
00:22:12.279 --> 00:22:15.279
got forty five years on top of two life sentences.

309
00:22:15.680 --> 00:22:19.519
That's like nothing. As for Katie Stanley, not only did

310
00:22:19.559 --> 00:22:24.039
she recover but shout out to this lady. She actually

311
00:22:24.119 --> 00:22:28.960
continued to work as a CEO after her recovery. So

312
00:22:29.359 --> 00:22:33.000
after this incident, Billy gets transferred to another present and

313
00:22:33.039 --> 00:22:36.599
that is a Robertson unit. This is in Abilene, Texas,

314
00:22:37.400 --> 00:22:41.640
and just four years later, in January of two thousand

315
00:22:41.640 --> 00:22:47.799
and nine, he attacks yet another correctional officer, this time

316
00:22:47.880 --> 00:22:51.160
by the name of Brian Lomas. And Billy at this

317
00:22:51.279 --> 00:22:56.319
point he had quite a reputation as an extremely dangerous inmate,

318
00:22:56.720 --> 00:22:59.960
and he also had what you would call special circumstance

319
00:23:00.400 --> 00:23:04.440
when handling him. He would be under constant guard and

320
00:23:04.480 --> 00:23:11.559
he was transported everywhere by officers. But despite this, somehow

321
00:23:12.079 --> 00:23:16.319
this guy managed to be caught with contraband pretty frequently,

322
00:23:16.759 --> 00:23:22.119
everything from homemade screwdrivers to needles to razor blades. His

323
00:23:22.319 --> 00:23:26.319
cell would be searched often, and he would develop a

324
00:23:26.559 --> 00:23:33.799
particular disdain for CEO Brian Lomas now Lummis. During one

325
00:23:33.839 --> 00:23:39.920
of these cell tossing, Incidous confiscated Tracy's mail, and as

326
00:23:39.960 --> 00:23:43.119
I describe to you a few minutes ago, this guy

327
00:23:43.200 --> 00:23:46.680
does not like it when officers take stuff out of

328
00:23:46.720 --> 00:23:50.839
his cell. He not only viewed this as a personal attack,

329
00:23:51.440 --> 00:23:55.079
but he also felt as though he had no choice

330
00:23:55.440 --> 00:23:58.319
but to retaliate. So it's safe to say that correctional

331
00:23:58.319 --> 00:24:02.839
Officer Brian Lomas was on his shit list after that. Well.

332
00:24:03.599 --> 00:24:08.200
In January of two thousand and nine, Tracy was escorted

333
00:24:08.240 --> 00:24:12.960
to the shower area by CEO Brian Lomis. He takes

334
00:24:12.960 --> 00:24:16.839
his shower and upon it finishing, he is to be

335
00:24:17.000 --> 00:24:20.759
transported back to his cell. When out of the clear

336
00:24:20.839 --> 00:24:26.200
blue sky, Billy Joel Tracy brandishes what's known as a

337
00:24:26.400 --> 00:24:30.599
razor whip, which essentially is a shank made out of

338
00:24:30.720 --> 00:24:38.599
disposable razor blades, and he starts slashing Brian Lomas's face. Now,

339
00:24:39.000 --> 00:24:42.759
he was restrained initially, but he managed somehow to slip

340
00:24:42.799 --> 00:24:46.440
out of these cuffs and the slashes to the Coe's

341
00:24:46.519 --> 00:24:52.359
face were so severe that his face required two hundred

342
00:24:52.400 --> 00:24:59.200
stitches to close the cuts and led to permanent facial scorn.

343
00:25:00.000 --> 00:25:03.279
He gets convicted after a trial of assault on a

344
00:25:03.279 --> 00:25:07.839
public servant and guess what, he gets an additional ten years.

345
00:25:08.359 --> 00:25:13.200
That's it, And again Billy Joel Tracy is moved to

346
00:25:13.359 --> 00:25:17.559
yet another prison, this time to the Huge Unit, which

347
00:25:17.640 --> 00:25:21.359
is in Gatesville, Texas. And at this time he is

348
00:25:21.519 --> 00:25:24.039
thirty three years old. So let's get to April of

349
00:25:24.160 --> 00:25:28.039
twenty fourteen, and at this time, with the new convictions

350
00:25:28.200 --> 00:25:32.799
for all those assaults on correctional officers, Billy is serving

351
00:25:32.960 --> 00:25:37.960
two life sentences plus an additional seventy five years. He

352
00:25:38.000 --> 00:25:41.799
didn't have a whole lot to lose and obviously has

353
00:25:42.119 --> 00:25:47.759
no intent to get better or even try to rehabilitate himself,

354
00:25:47.960 --> 00:25:51.039
so he starts plotting an escape, and he hooks up

355
00:25:51.160 --> 00:25:54.480
with two other inmates to devise the plan. And it's

356
00:25:54.519 --> 00:25:57.680
important to note that these two accomplices, if you will,

357
00:25:57.799 --> 00:26:01.519
and Billy Tracy, they were all in what's known as Axact,

358
00:26:02.000 --> 00:26:07.039
which is administration segregation. So they were locked down twenty

359
00:26:07.079 --> 00:26:10.279
three hours a day and they're only allowed out for

360
00:26:10.319 --> 00:26:15.640
an hour a day for recreation, exercise, et cetera. But

361
00:26:16.160 --> 00:26:21.200
somehow Billy managed to smuggle in tools, and these tools

362
00:26:21.240 --> 00:26:25.200
would be used by these three inmates to cut bars

363
00:26:25.319 --> 00:26:29.359
in the exercise area of the prison. Now, to conceal this,

364
00:26:29.759 --> 00:26:33.119
they would paint over the cuts and they would use

365
00:26:33.279 --> 00:26:36.759
matching paints so that the cuts would not be noticeable,

366
00:26:37.359 --> 00:26:41.079
and they would actually communicate in Spanish when the CEOs

367
00:26:41.279 --> 00:26:44.720
were around that they knew did not speak Spanish. Even

368
00:26:44.759 --> 00:26:48.119
though Billy was not of Spanish descent, he was fluent

369
00:26:48.279 --> 00:26:53.720
in the language. But fortunately, over time, some astute officers

370
00:26:53.720 --> 00:26:57.519
they would notice some irregularities in the bars and they

371
00:26:57.519 --> 00:27:01.880
would halt that escape before any breach had taken place.

372
00:27:02.359 --> 00:27:07.000
I mean, could y'all imagine this guy, Billy Tracy breaking

373
00:27:07.039 --> 00:27:11.640
out of prison. Holy smokes. So this incident in twenty

374
00:27:11.720 --> 00:27:15.880
fourteen led to Billy Joel Tracy's transfer to yet another

375
00:27:15.960 --> 00:27:20.640
prison and in this case, a murder. So let's go

376
00:27:20.759 --> 00:27:25.559
to July fifteenth of twenty fifteen and Billy Joel Tracy

377
00:27:25.799 --> 00:27:29.599
at this time is housed at the Telford Unit. This

378
00:27:29.640 --> 00:27:33.160
is in New Boston, Texas. And I'm going to tell

379
00:27:33.200 --> 00:27:38.519
you about an incident involving a relatively new correctional officer

380
00:27:38.720 --> 00:27:41.599
at that time, a forty seven year old by the

381
00:27:41.680 --> 00:27:46.440
name of Timothy Davidson. Now, he had actually started at

382
00:27:46.480 --> 00:27:50.319
the prison just seven months prior. He had no prior

383
00:27:51.240 --> 00:27:55.400
experience in corrections. He had relocated from another state after

384
00:27:55.440 --> 00:27:59.200
his brother who happened to work at the prison teaching inmates.

385
00:27:59.319 --> 00:28:02.240
He gets him an interview at the President went well

386
00:28:02.559 --> 00:28:05.480
and they hired him. He was a father of two daughters,

387
00:28:05.640 --> 00:28:09.799
and he was assigned to the AgSe Guinnett. Now, fellow

388
00:28:09.880 --> 00:28:13.960
officers would describe him as somewhat quiet, always on time,

389
00:28:14.319 --> 00:28:17.680
always ready to work, very eager to learn, just a

390
00:28:17.839 --> 00:28:21.160
joy to work with this guy. So on the morning

391
00:28:21.240 --> 00:28:26.279
of July fifteenth of twenty fifteen, around nine o'clock am,

392
00:28:26.720 --> 00:28:31.759
Billy Tracy is being escorted by Officer Davidson from a

393
00:28:31.960 --> 00:28:35.079
day room, which, y'all, that's a one hour per day

394
00:28:35.119 --> 00:28:38.640
of recreation room for the inmates. That's where their wreck

395
00:28:38.720 --> 00:28:42.559
area is. He's escorting Billy back to his single cell,

396
00:28:42.839 --> 00:28:47.960
which incidentally is Sell sixty six on what's known as EPOD. Now,

397
00:28:48.039 --> 00:28:52.640
Tracy at this time obviously well known how dangerous he is,

398
00:28:53.000 --> 00:28:56.839
and his hands are handcuffed behind his back as he's

399
00:28:56.880 --> 00:29:00.680
being escorted. Now by this point, due to his reputation,

400
00:29:01.039 --> 00:29:06.279
typically Billy Joel Tracy would be double cuffed. However, for

401
00:29:06.319 --> 00:29:10.079
whatever reason, he was just in single cuffs with his

402
00:29:10.200 --> 00:29:13.759
hand behind his back. So as the correctional officer and

403
00:29:13.880 --> 00:29:18.400
Billy Tracy they start ascending the staircase that leads to

404
00:29:18.480 --> 00:29:22.759
Billy Sell. Billy slips one of his hands out of

405
00:29:22.759 --> 00:29:26.160
those handcuffs, and remember he had a history of doing that.

406
00:29:26.279 --> 00:29:30.119
He actually mastered somehow how to slip out of handcuffs,

407
00:29:30.680 --> 00:29:35.799
and Officer Davison does not notice this. They continue walking

408
00:29:35.920 --> 00:29:39.720
up those stairs. You can see that in the surveillance videos.

409
00:29:39.920 --> 00:29:43.640
They reach the top of these stairs and Billy, out

410
00:29:43.640 --> 00:29:49.200
of nowhere, suddenly punches Officer Davidson in the face and

411
00:29:49.240 --> 00:29:52.640
he hits him so hard he knocks the correctional officer

412
00:29:52.720 --> 00:29:56.559
to the floor, and he then grabs what's known as

413
00:29:56.599 --> 00:30:01.039
a metal tray slot bar out of the waste belt

414
00:30:01.240 --> 00:30:04.039
of the officer. And y'all, this is a metal bar

415
00:30:04.720 --> 00:30:08.839
used to open a cell door slide tray to pass

416
00:30:08.920 --> 00:30:12.759
food through that cell. It's about sixteen inches long. Think

417
00:30:12.799 --> 00:30:15.599
of it as a crowbar with a bent end, a

418
00:30:15.640 --> 00:30:21.359
slightly bent end. So he starts beating Officer Timothy Davidson

419
00:30:21.759 --> 00:30:25.480
directly on the head with this slot bar, and he

420
00:30:25.519 --> 00:30:30.200
continues to do that even after Davidson loses consciousness. And

421
00:30:30.240 --> 00:30:34.480
when he's done, he picks up Davidson's body and he

422
00:30:34.839 --> 00:30:41.799
throws him unconscious, headfirst down the first flight of metal

423
00:30:41.839 --> 00:30:45.640
stairs that they just walked up. And he paused just

424
00:30:45.759 --> 00:30:49.359
long enough to grab the officer's pepper spray out of

425
00:30:49.400 --> 00:30:52.279
his duty belt. So the officer goes down them stairs

426
00:30:52.759 --> 00:30:57.920
still unconscious, and he starts spraying this pepper spray in

427
00:30:58.000 --> 00:31:00.960
the air. And the reason that he did that was

428
00:31:01.000 --> 00:31:04.079
to keep officers from coming up the flight of stairs

429
00:31:04.119 --> 00:31:10.319
without choking, etc. After all that, he calmly turns around,

430
00:31:10.880 --> 00:31:15.200
walks into his cell and awaits the Special Response team

431
00:31:15.599 --> 00:31:20.640
to extradite him. Now, Correctional Officer Timothy Davidson, he's airlifted

432
00:31:20.680 --> 00:31:23.920
to the hospital. He has massive injuries to his face,

433
00:31:24.079 --> 00:31:30.079
and later his injuries were described as making his face unrecognizable.

434
00:31:30.519 --> 00:31:34.319
He succumbed to his injuries just a few hours later

435
00:31:34.880 --> 00:31:40.119
and he dies. Over ten thousand people attend the funeral

436
00:31:40.519 --> 00:31:45.839
of correctional Officer Timothy Davidson. The entire state of Texas

437
00:31:46.480 --> 00:31:50.839
was appalled at the brutality of this incident. Now, as

438
00:31:50.880 --> 00:31:53.720
I told you, the entire event was caught on cameras

439
00:31:53.799 --> 00:31:57.480
throughout the prison, so there was no deniging that Billy

440
00:31:57.640 --> 00:32:03.240
was responsible, and he was of course immediately subdued upon

441
00:32:03.319 --> 00:32:06.519
them entering his cell. He will respond by calling the

442
00:32:06.559 --> 00:32:10.839
staff stupid for not having at least a lieutenant guarding him,

443
00:32:11.240 --> 00:32:15.200
and he admitted right off that he was responsible, saying, quote,

444
00:32:15.319 --> 00:32:20.039
maybe it will be another guard next time. Billy would

445
00:32:20.079 --> 00:32:22.599
go on to say that the reason he did that

446
00:32:23.160 --> 00:32:26.440
was the correctional officer owed him a cell phone for

447
00:32:26.640 --> 00:32:30.039
five hundred dollars that he gave the correctional officer. But

448
00:32:30.119 --> 00:32:34.039
no evidence, of course, exists of this, and it's widely

449
00:32:34.160 --> 00:32:38.799
known this was total bullshit, and he claimed that he

450
00:32:38.960 --> 00:32:41.599
just wanted to assault the guard. He didn't want to

451
00:32:41.680 --> 00:32:44.240
kill him, But I mean, you hit this guy at

452
00:32:44.319 --> 00:32:49.880
least six times with essentially a crow bar after he's unconscious,

453
00:32:50.359 --> 00:32:54.119
then thrown down a flight of stairs, head first, bring

454
00:32:54.279 --> 00:33:00.200
that bullshit somewhere else. You absolutely intended to kill this guy. Now,

455
00:33:00.319 --> 00:33:05.920
during the trial, they instituted some major security measures, including

456
00:33:06.039 --> 00:33:10.319
installing a giant bolt in the floor where he would

457
00:33:10.440 --> 00:33:14.160
sit at the desk for his trial, and they would

458
00:33:14.240 --> 00:33:17.440
lock his shackles into the bolt, and that was to

459
00:33:17.640 --> 00:33:19.839
ensure he would not be able to get up at

460
00:33:19.839 --> 00:33:23.799
all during the trial. And the question was not whether

461
00:33:23.839 --> 00:33:26.039
he was guilty or not guilty. They had all that

462
00:33:26.240 --> 00:33:30.400
on surveillance video. The question was what type of punishment

463
00:33:30.799 --> 00:33:33.759
is he going to get for this? There was no remorse,

464
00:33:34.240 --> 00:33:38.519
There was no emotion at all during the entire extent

465
00:33:39.119 --> 00:33:43.839
of this trial. The jury watched the entire video of

466
00:33:43.920 --> 00:33:49.039
the attack in the brutality of it, and that would

467
00:33:49.279 --> 00:33:54.440
cement Billy's fate because that surveillance video is just horrific.

468
00:33:54.640 --> 00:33:57.880
So after trial, he was found guilty in the murder

469
00:33:58.119 --> 00:34:03.079
of correctional officer Timothy Davidson, and the jury I only

470
00:34:03.119 --> 00:34:06.640
had to deliberate for just an hour to find that

471
00:34:06.680 --> 00:34:12.559
guilty verdict. He was sentenced to death by lethal injection

472
00:34:13.199 --> 00:34:18.280
on November fifteenth of twenty seventeen for that murder at

473
00:34:18.280 --> 00:34:22.000
the age of thirty nine years old. Now, after this,

474
00:34:22.199 --> 00:34:27.440
Billy Tracy was transferred to the Alan Polunsky Unit. This

475
00:34:27.519 --> 00:34:32.079
is in Livingston, Texas and that's where their death row is.

476
00:34:32.559 --> 00:34:35.440
And as you would expect, there were a ton of

477
00:34:35.480 --> 00:34:42.239
appeals and all those appeals were eventually exhausted. However, as

478
00:34:42.280 --> 00:34:45.719
of this recording in January of twenty twenty six, Billy

479
00:34:45.800 --> 00:34:49.840
Joel Tracy, who is now forty eight years old, still

480
00:34:50.280 --> 00:34:53.679
sits on death row with one hundred and many other

481
00:34:53.719 --> 00:35:01.440
inmates in Texas currently awaiting execution, and he's currently widely

482
00:35:01.519 --> 00:35:06.480
known as the state of texas most dangerous inmate. So

483
00:35:06.679 --> 00:35:10.440
before I wrap this one up, Billy Joel Tracy, He's

484
00:35:10.480 --> 00:35:14.239
written several articles, if you will, while on death row,

485
00:35:14.639 --> 00:35:18.559
discussing his daily life, etc. And I want to read

486
00:35:18.639 --> 00:35:23.039
one to you, which to me is the very definition

487
00:35:23.920 --> 00:35:30.199
of Billy Joel Tracy's narcissism. So it reads November fifteenth

488
00:35:30.280 --> 00:35:33.519
of twenty seventeen, I was sentenced to die by lethal

489
00:35:33.599 --> 00:35:37.519
injection for the death of Timothy Davidson, a Texas Department

490
00:35:37.559 --> 00:35:40.960
of Criminal Justice guard. After being sentenced to death, I

491
00:35:41.039 --> 00:35:45.199
was immediately taken from the courtroom by Department of Correction

492
00:35:45.320 --> 00:35:49.800
transportation officers and driven to the Polunsky Unit in Levings

493
00:35:49.840 --> 00:35:53.000
in Texas, where the men of death Row are housed

494
00:35:53.000 --> 00:35:56.920
in solitary confinement. Four hours after being sentenced to die,

495
00:35:57.119 --> 00:36:00.480
I find myself inside a cell the State of Texas

496
00:36:00.559 --> 00:36:03.480
had spent the previous two weeks modifying for me in

497
00:36:03.559 --> 00:36:08.159
anticipation of me receiving the sentence of death. The specifically

498
00:36:08.239 --> 00:36:12.639
modified cell is housed on twelve building a pod one

499
00:36:12.719 --> 00:36:17.079
section and is the section named Deathwatch. The death Watch

500
00:36:17.119 --> 00:36:20.000
section is for those death row inmates whose appeals have

501
00:36:20.079 --> 00:36:23.360
run out and have received their execution date their date

502
00:36:23.440 --> 00:36:26.199
to die. They each are given at least ninety one

503
00:36:26.280 --> 00:36:29.599
days to prepare some last ditch appeals and get their

504
00:36:29.679 --> 00:36:33.480
affairs in order before the state section execution starts. On

505
00:36:33.599 --> 00:36:36.320
this section, they are kept away from other death row

506
00:36:36.440 --> 00:36:40.519
inmates who have not received execution dates. The death Watch

507
00:36:40.639 --> 00:36:44.440
section has fourteen cells, all with cameras inside the cells

508
00:36:44.519 --> 00:36:46.719
in the upper left hand corner with a view of

509
00:36:46.760 --> 00:36:51.639
the entire cell. There are monitors inside two separate control pickets,

510
00:36:51.960 --> 00:36:55.360
two different warden officers, and a surveillance office where the

511
00:36:55.400 --> 00:36:59.199
footage inside the cells can be viewed. A Texas senator

512
00:36:59.280 --> 00:37:03.320
even has x us to this live footage. There's zero privacy.

513
00:37:03.760 --> 00:37:07.079
The cameras were installed years ago under the pretext of

514
00:37:07.159 --> 00:37:11.519
helping prevent suicide attempts, allegedly so Texas could preserve the

515
00:37:11.559 --> 00:37:15.039
condemned life until they were ready to extinguish it themselves.

516
00:37:15.039 --> 00:37:18.039
And you know what, he's absolutely correct on that it

517
00:37:18.159 --> 00:37:21.760
is the state's job to see out the sentence that

518
00:37:22.000 --> 00:37:26.639
was imposed by the people of said state. And you

519
00:37:26.719 --> 00:37:30.679
can't just kill yourself because that's not what your sentence is.

520
00:37:31.079 --> 00:37:36.119
Your sentence is to die via the state in which

521
00:37:36.159 --> 00:37:39.199
you were convicted in. And so yeah, that's their job

522
00:37:39.440 --> 00:37:41.519
to keep you alive so that they can kill you.

523
00:37:41.800 --> 00:37:44.840
I'm glad you acknowledge that the death watch section has

524
00:37:44.920 --> 00:37:48.519
more than one dark purpose. Texas is infamous for getting

525
00:37:48.559 --> 00:37:51.159
the maximum amount of suffering it can out of each

526
00:37:51.320 --> 00:37:55.559
taxpayer dollar. Texas also houses inmates it doesn't like on

527
00:37:55.679 --> 00:38:00.280
death watch inmates who do not have execution dates. Under

528
00:38:00.320 --> 00:38:04.199
the guise of security, Texas puts inmates on death watch

529
00:38:04.280 --> 00:38:07.599
without an execution date, so they will have to endure

530
00:38:07.800 --> 00:38:11.039
living with a camera inside of their cell. But more

531
00:38:11.039 --> 00:38:14.719
importantly so they are surrounded by men with just days

532
00:38:14.760 --> 00:38:18.960
from death, constantly reminded of their doom and constantly suffering

533
00:38:19.039 --> 00:38:22.480
the loss of friends. Imagine the only people you are

534
00:38:22.519 --> 00:38:25.360
around are those with a few months to live, getting

535
00:38:25.400 --> 00:38:28.880
to know them, watching them experience their last days, then

536
00:38:28.960 --> 00:38:32.639
finally watching them be led away to be killed. Now

537
00:38:33.320 --> 00:38:37.719
explate that over the years. Can you imagine the psychological

538
00:38:37.800 --> 00:38:41.079
impact this would have on someone. Three other death or

539
00:38:41.119 --> 00:38:44.920
inmates have been housed on death watch as punishment. Y'all,

540
00:38:44.920 --> 00:38:50.039
this is prison. This guy's what is he smoking here?

541
00:38:50.719 --> 00:38:54.159
Two were moved after nine and thirteen months. The thirty

542
00:38:54.199 --> 00:38:56.880
has been in this section over eight years and has

543
00:38:57.039 --> 00:38:59.760
endured over one hundred men being led to their death.

544
00:39:00.159 --> 00:39:03.599
Fifteen were his friends. In twenty eighteen, he gave up

545
00:39:03.639 --> 00:39:06.559
on his appeals because he could no longer take the

546
00:39:06.599 --> 00:39:10.519
psychological trauma of watching men live out their last days.

547
00:39:10.800 --> 00:39:15.000
His words to me were quote, I'm done, Billy, I'm done.

548
00:39:15.079 --> 00:39:18.239
He later decided to continue his appeals at the urging

549
00:39:18.280 --> 00:39:21.719
of his family, but not because he wants to live.

550
00:39:22.440 --> 00:39:25.679
The cell my captor spent two weeks modifying is a

551
00:39:25.800 --> 00:39:30.599
psychological torture chamber. It's the only sell in Texas, Like it.

552
00:39:30.639 --> 00:39:33.559
They cut the steel table and shelf off the wall.

553
00:39:33.920 --> 00:39:36.519
They cut the still locker box where we store our

554
00:39:36.559 --> 00:39:40.320
property that was welded underneath the bunk. This is so

555
00:39:40.400 --> 00:39:43.119
I have no comfortable place to write, eat, or storm

556
00:39:43.159 --> 00:39:45.559
my property. Well, you know what, that's what freaking happens

557
00:39:45.559 --> 00:39:49.280
when you assault twenty seven different correctional officers and kill

558
00:39:49.320 --> 00:39:53.480
one of them. It's your fault, not anybody else's. He

559
00:39:53.559 --> 00:39:55.559
goes on to say, I must store my property in

560
00:39:55.639 --> 00:39:59.000
bags on the floor. This is a very bad situation

561
00:39:59.119 --> 00:40:02.239
in prison because the sewage pipes back up all the time.

562
00:40:02.599 --> 00:40:05.280
When that occurs, the raw sewage being flushed down the

563
00:40:05.280 --> 00:40:08.039
toilets backs up and comes out of the drains set

564
00:40:08.039 --> 00:40:11.079
into the floor outside of the cells. One such drain

565
00:40:11.280 --> 00:40:14.440
is two feet from my cell door. Multiple times the

566
00:40:14.519 --> 00:40:17.079
drains have backed up and the sewer water has flooded

567
00:40:17.079 --> 00:40:20.320
into my cell, causing me to lose everything it touched

568
00:40:20.400 --> 00:40:23.400
on my floor. When this happens, I must pile all

569
00:40:23.679 --> 00:40:28.119
my uncontaminated property onto my bunk. Same dude bitching about

570
00:40:28.119 --> 00:40:31.519
this that would flood his cell hundreds of times in

571
00:40:31.559 --> 00:40:34.679
the past, just to piss the correctional officers off. He

572
00:40:34.679 --> 00:40:36.599
guys want to say. This leaves me no place to

573
00:40:36.639 --> 00:40:39.159
sit or lay, so I must just stand in the

574
00:40:39.199 --> 00:40:42.000
sewer water or sit on my toilet until a maintenance

575
00:40:42.039 --> 00:40:45.079
crew can unclog the pipes. I've had to stand sit

576
00:40:45.280 --> 00:40:48.119
like this for hours at a time. This creates extreme

577
00:40:48.239 --> 00:40:50.840
anxiety on me. When I go to sleep with a

578
00:40:50.920 --> 00:40:54.239
cell flood, I'm always waking up to check my floor

579
00:40:54.239 --> 00:40:57.639
for water. I cannot ever truly relax with no table

580
00:40:57.679 --> 00:41:00.000
to eat from. I must set my tray of foot

581
00:41:00.000 --> 00:41:03.039
food onto my sink. My toilet is directly under my

582
00:41:03.119 --> 00:41:05.800
tray of food. Eating directly over a toilet is an

583
00:41:05.840 --> 00:41:10.760
appetite killer. Again, you put yourself in prison, and you

584
00:41:10.800 --> 00:41:14.239
put yourself in death row. Texas has also welded metal

585
00:41:14.280 --> 00:41:17.199
plates with small holes in them over the enflow and

586
00:41:17.239 --> 00:41:21.320
overflow air vents. This restricts the heat and air conditioning

587
00:41:21.360 --> 00:41:24.039
into my cell to such an extent that it's made

588
00:41:24.039 --> 00:41:26.159
my cell a hot box in the summer and an

589
00:41:26.159 --> 00:41:29.599
ice box in the winter. I'm almost always an extreme

590
00:41:29.719 --> 00:41:32.920
temperature inside of this cell. What is worse is the

591
00:41:32.960 --> 00:41:36.320
outflow vent, the vent that sucks the air out, because

592
00:41:36.400 --> 00:41:39.880
slowly the screen will fill up with dust it ends

593
00:41:39.960 --> 00:41:42.719
up looking like the filter in a dryer when you

594
00:41:42.760 --> 00:41:45.679
don't clean it out for a long time. With a

595
00:41:45.800 --> 00:41:48.199
metal plate over the vent, the only way to clear

596
00:41:48.239 --> 00:41:50.199
it of the caked up dust is to put my

597
00:41:50.320 --> 00:41:53.800
mouth over each hole and repeatedly suck the dust into

598
00:41:53.800 --> 00:41:56.599
my mouth and throat, then spit it out. There are

599
00:41:56.880 --> 00:42:00.119
thirty holes. I dread doing this. I'm left coughing for

600
00:42:00.239 --> 00:42:03.559
hours afterward. I must do it, though if I do not,

601
00:42:03.840 --> 00:42:07.400
the cell becomes even more oppressive when no circulation. Well,

602
00:42:07.599 --> 00:42:11.239
poor guy. My cell door was also rebuilt, adding a

603
00:42:11.320 --> 00:42:14.119
steel box over the food slot so the guards can

604
00:42:14.199 --> 00:42:17.159
open it and set whatever item inside the box and

605
00:42:17.199 --> 00:42:20.519
close it. Then they open a smaller door so I

606
00:42:20.559 --> 00:42:23.400
can reach into the box for items. Two layers of

607
00:42:23.440 --> 00:42:26.920
plexiglass were placed over the outside of the door, covering

608
00:42:26.960 --> 00:42:30.519
the two observation sluts. More metal was welded to the

609
00:42:30.559 --> 00:42:33.199
bottom and sides of the doors so the door is sealed.

610
00:42:33.599 --> 00:42:36.840
This restricts airflow and makes it hard for others to

611
00:42:36.880 --> 00:42:39.599
hear anything I say. This guy needs to figure out

612
00:42:39.599 --> 00:42:42.239
where he's at. Right On top of all that, I'm

613
00:42:42.280 --> 00:42:46.119
also only allowed to recreate all alone outside with a

614
00:42:46.199 --> 00:42:50.480
supervisor standing there watching me the entire time. The reckyard

615
00:42:50.480 --> 00:42:53.880
has two cages in it designed for two people to utilize,

616
00:42:54.119 --> 00:42:58.159
yet I am the only one allowed to recreate alone alone.

617
00:42:58.320 --> 00:43:03.079
Every day outside and inside, I myself alone alone, except

618
00:43:03.079 --> 00:43:06.559
for when I have a visitor. Even then a supervisor

619
00:43:06.599 --> 00:43:11.000
stands directly behind me to intimidate my visitor. Living under

620
00:43:11.079 --> 00:43:14.119
such oppression would be hard for anyone to cope with.

621
00:43:14.719 --> 00:43:17.840
It's even harder to endure for someone like me who

622
00:43:17.880 --> 00:43:22.800
has a disability. I have severe organic brain damage. The

623
00:43:22.880 --> 00:43:26.840
neurological issues I deal with cost issues commonly seen in

624
00:43:26.880 --> 00:43:29.519
people with mental illness. I grew up in and out

625
00:43:29.599 --> 00:43:33.199
of mental institutions because my brain damage was unknown and

626
00:43:33.239 --> 00:43:38.679
misdiagnosed as one mental illness or another, most commonly intermittent

627
00:43:38.880 --> 00:43:43.440
explosive disorder. I've never received treatment for my brain damage

628
00:43:43.440 --> 00:43:45.960
and when unknown until the day I committed the crime

629
00:43:46.360 --> 00:43:49.239
in nineteen ninety eight that I received a life sentence

630
00:43:49.320 --> 00:43:52.960
for Texas. Treatment plan for me has been to warehouse

631
00:43:53.000 --> 00:43:57.320
me in long term solitary confinement. Solitary confinement which is

632
00:43:57.400 --> 00:44:00.440
proven to only worsen people with the impulse of Russian

633
00:44:00.480 --> 00:44:04.360
problems like I have. I've spent almost nineteen years, in

634
00:44:04.440 --> 00:44:07.280
the last twenty one and a half in solitary. At

635
00:44:07.320 --> 00:44:09.719
the time of the crime, I'm on death Row four.

636
00:44:09.840 --> 00:44:12.679
I've been in solitary for nine and a half years,

637
00:44:12.800 --> 00:44:15.719
and now, at the time of writing this piece, i've

638
00:44:15.760 --> 00:44:18.360
been in solitary for fourteen and a half of the

639
00:44:18.440 --> 00:44:22.519
past seventeen years. As brutal as my living conditions are,

640
00:44:22.800 --> 00:44:27.559
hardest by far to endure psychologically, isn't this cell recreating

641
00:44:27.599 --> 00:44:32.239
alone and living under constant surveillance or standing for hours

642
00:44:32.239 --> 00:44:36.079
in sewage. It's living around men who are living out

643
00:44:36.159 --> 00:44:39.199
their last days. Over the past eighteen months that I

644
00:44:39.199 --> 00:44:42.239
have lived on death Watch, I've made more friends than

645
00:44:42.280 --> 00:44:45.440
in all of my other years, incarce already combined. Something

646
00:44:45.440 --> 00:44:49.039
about living so close to death causes most to drop

647
00:44:49.079 --> 00:44:52.280
their fronts and open up with each other. It's how

648
00:44:52.320 --> 00:44:55.239
we cope, I guess, reaching out to others for help, support,

649
00:44:55.360 --> 00:44:59.360
comfort and understanding. I have become very close, very quickly,

650
00:44:59.400 --> 00:45:02.320
with several of these men, only to watch them taken

651
00:45:02.360 --> 00:45:06.519
away and poisoned until their lives are over. I've watched

652
00:45:06.559 --> 00:45:09.880
sixteen men walk away to their death. I've been in

653
00:45:10.039 --> 00:45:13.039
mourning since January of twenty eighteen, a morning that starts

654
00:45:13.079 --> 00:45:16.079
over and over with layer upon layer added, and I

655
00:45:16.159 --> 00:45:18.760
know it will never end. I must wish that all

656
00:45:18.800 --> 00:45:22.239
of these men were assholes and repugnant personalities, so I

657
00:45:22.280 --> 00:45:25.360
wouldn't mourn them. Several times I must decide to quit

658
00:45:25.400 --> 00:45:28.199
getting to know any of these men, just to hibernate

659
00:45:28.239 --> 00:45:31.679
within myself, to armor my heart and not allow anyone

660
00:45:31.719 --> 00:45:34.760
else in. And y'all, I just can't take any more

661
00:45:34.800 --> 00:45:37.880
of that. You notice, it's all about him. It's all

662
00:45:38.119 --> 00:45:42.679
about Billy Joel Tracy and how he's suffering in prison.

663
00:45:43.400 --> 00:45:47.000
No acknowledgment of the fact that he was in prison

664
00:45:47.199 --> 00:45:50.559
for the attempted murder of a sixteen year old that

665
00:45:50.639 --> 00:45:55.480
he tried to rape when he was twenty. And then

666
00:45:55.599 --> 00:45:59.440
when he gets in there, he tries to kill two

667
00:45:59.480 --> 00:46:05.320
correction and kills a third, and he just can't understand

668
00:46:06.679 --> 00:46:10.079
why he's being constantly watched, why they're so mean to

669
00:46:10.119 --> 00:46:13.719
him in prison, and why his living conditions are so bad.

670
00:46:15.480 --> 00:46:21.320
That is the definition of a narcissist, and that's Billy

671
00:46:21.400 --> 00:46:26.039
Joel Tracy. There you have it now. Next week I

672
00:46:26.079 --> 00:46:30.079
will continue with this series fifty Shades of Evil and

673
00:46:30.079 --> 00:46:34.239
I'm going to go to another state. Will it be yours? Well?

674
00:46:34.559 --> 00:46:38.039
Check us out next week to find out. And until

675
00:46:38.440 --> 00:46:42.880
next time for Bloody and Gola, I'm Jim Chapman. Peace.

676
00:46:58.599 --> 00:47:00.119
I'll walk up the street.

677
00:47:02.000 --> 00:47:12.480
Shackle Change. Oh whosome Gerdy, it's calling my name. There

678
00:47:12.719 --> 00:47:15.639
is no mercy.

679
00:47:14.960 --> 00:47:21.159
And it's been a tentery juice as the huge string game.

680
00:47:22.400 --> 00:47:24.280
Rangle three.

681
00:47:25.800 --> 00:47:30.920
I'm here but by mere to die.

682
00:47:32.559 --> 00:47:37.320
Inside these waters, inside the wild.

683
00:47:39.320 --> 00:47:50.800
And when the girl, as I know, it's aboody Angle,

684
00:47:54.039 --> 00:48:05.719
ohbody Angle, Ana

685
00:48:09.679 --> 00:48:10.480
And Pad
