I am your host Jim Chapman, and we're back with the fifth part in the Micah Miller case, part of our Exposed Investigates series. Now, the last time that I left you, we played the interview featuring JP Miller. It was his first extended interview. It was with News Nation.

1:50 And today we're going to talk about Micah's law, and I'm going to start with reading you a quick article that came out Thursday, June sixth of twenty twenty four by ABC News, and it reads the attorney for the family of a pastor's wife whose death was ruled as suicide held a news conference to give an update on Michah Miller's estate and discuss Micah's law. Miller, who was thirty, lived in South Carolina. She was found dead April twenty seventh at lumber River State Park, and she was in the midst of divorce proceedings with her estranged husband, J. P. Miller, a pastor at Solid Rock Church. An affidavit said that Michah Miller's sister, Sierra Francis, applied to be the special administrator of her estate, four days before the county Medical Examiner announced Miller's cause of death as suicide. In the affidavit, Francis claimed that her sister said she experienced abuse and violence from her husband. Miller's death came just days after she told an officer she was scared for her life after finding a GPS tracker on her car in razor blades in her tire. Her attorney Sad Miller's phone, purse, and vehicle were still in the possession of the County Sheriff's office. Ward also unveiled MICA's law, also known as the coercive Control Law. Ward said that coercive Control bill

3:22 had been sitting in the state legislator's Judiciary Committee since twenty twenty. Ward said that the bill has been languishing. Quote, this bill has been putting a folder in a dust covered box in a back corner of the closet in the Judiciary Committee's office. I challenged them to go back there, find it and bring it and assign a committee to it. Let's get this done. It's important. Ward said. The coercive Control bill refers to a pattern of behavior used to dominate, manipulate, and intimidate another person with an intimate and familiar relationship. She said acts include threats, humiliation, emotional abuse, and isolation, and the goal is to harm, punish, and frighten the victim.

4:10 Ward compiled what she called Micah's List allegations taken for Miller's spoken words, journals, and other writings that she left behind. The list is used to show examples of abusive course of control. She did emphasize that Miller's husband had not been arrested or charged with any crime related to the case. So in that article I referenced the Ward Law Firm and Regina Ward, who is the attorney for Michael Miller's family, and I actually have the package that she sent that they referenced in that article. So in that package, Regina Ward sends a letter to Chairman Senator Luke Rankin of the Senate Judiciary Committee, and it contained the following cover letter, Dear Chairman Rankin, as you may be a news of Michael Miller's death has swept the nation in world by storm.

5:04 Michah was a beautiful thirty year old Christian young woman when on April twenty seventh, twenty twenty four, she died from an alleged self inflicted fatal gunshot wound. She was employed at her husband's church, Solid Rock Ministries in Myrtle Beach as the worship leader, youth director, graphic designer, mission ambassador, media director, in a myriad of other duties. In journals and writings for Micah, she alleged that her husband passed her, John Paul Miller, emotionally abused her and abused her physically, spiritually, financially, and sexually. According to Micah, mister Miller began this process by isolating her from her family and friends, removing her name from bank accounts, took her cell phone, which deprived her of contact numbers in a way to call, stole her car and hid it from her, repeatedly put her down, degraded her, threatened to reveal, and she did reveal private information in semi nude photos of her, had her investigated for a false crime, and misuse the legal process to have her committed for mental evaluation. Some believe that Micah took her life as a result of these alleged abuses.

6:16 Keep in mind that mister Miller has never been arrested for domestic violence or any other crime against his wife during their entire marriage. Mister Miller asserts his actions were all attempts to protect her, as he contends she was in a bipolar mania from being off her bipolar medicine. Now, I encourage you to put this letter to the side for a moment and read the attached MICA's list, and then pick up reading from here. MICA's list is a small excerpt of the many, many terrible things that Micah alleges her husband did to her. So we're going to stop right there with reading the letter and do just what she said to do, which was to review MICA's list that she attacked, and it reads Micah's list abusive coercive control behavior examples. Keep in mind that all of the following allegations were taken from Micah's verbal story in her diaries and journals she left behind regarding her husband JP Miller. Mister Miller has not been arrested or charged with any crime related to Micah ever. And then it goes through that list Number one, isolating her from family and friends. JP cut her off from her family and friends, taking her contact lists by confiscating her cellphone and hiding it from her, telling her her family is using her and are not good people, and she should disassociate with them forbidding her to spend time with her friends or questioning her necessity about it, so that the harassment outweighed

7:48 the benefits of having friendships. Two Depriving her basic needs. JP would not let her sleep, keeping her up at night and pulling the covers off her every time she dozed off, throwing her clothes on the front lawn of their home, waking her up and screaming at her incessantly, to the point that she had to go sleep in her car just to get some peace and rest. Three stalking tracking her whereabouts. JP hired private investigators to follow and track her and put multiple GPS devices on her car. After they separated, he would follow her and find her by GPS tracker, and then he would drive very slowly to make sure she saw him. He would walk into any place she was and go up to the table or area and make a comment or stand afar so she could see that he was present. Four Monitoring her communications.

8:43 JP took her cellphone, went through her text messages and call logs, and claims. He found eighteen people had texted her that they were willing to listen to her if she wanted to talk about her husband. JP hacked into her email, iCloud, in Facebook account and took over her identity. Five, taking control over aspects of her life. JP controlled what she could associate with, where she could go, and all aspects of her life as stated herein throughout. Took her driver's license, wallet, purse, car, house keys, and changed the locks on the doors. I mean, can y'all imagine? And it goes on. Six. Deprived her of her support services.

9:24 JP took her cellphone, her car, apple watch, and convinced her she did not need a lawyer. From the pulpit, he gave a sermon and chastised her and any woman or man that texted his wife that had encouraged her to confide in them about her husband the pastor, thus shutting down even a private confidante. She became afraid to speak out. Seven, Expressing her worthlessness, JP told her that she was lazy and mentally ill, that her breast were too small, that her family was ignorant and they used her, and that she was not a good Christian woman if she questioned him or did not submit to him or keep all his dark secrets. Eight humiliated, degraded, and dehumanized her.

10:09 JP forced her to submit to humiliating sexual acts that disgusted and hurt her. He would tell her she was mentally ill or have her hospitalized against her will. He would put her down for having ideas or getting inspired by outside influences, telling her or others that she fell for anything, eluding she was not smart. JP uploaded a seminude photo of his wife to the Internet and later apologized in an email and attempted to minimize the damage by stating it was only up for an hour. Nine prevented disclosure to authorities. When Michael would threaten to expose JP, he would ramp up his abuse and tell her she was not a Christian woman, not a dutiful woman, and that she was acting like a judge. Only God is the judge, and that she was required by the Bible to protect him and not disclose what he did to her.

11:06 In fact, according to JP, the Bible said, she is supposed to forgive him for his abuse, and as a dutiful woman, is to obey her husband, and if she does not, she is sinning. Ten Financial abuse. JP removed her from her bank accounts and told her that she did not know how to manage money, but required her to pay her own car payment, car insurance, and other medical bills. Eleven threats to hurt her, her family, or himself. If she hinted of exposing JP's abuse, he threatened to commit suicide or that he would jump off a bridge. He also made similar threats if she said she wanted to leave her divorce him, or if she refused to return to him after he threw her out. He threatened her family with gun violence. JP threatened to divorce her she did not obey him and if she did not take the pills he gave to her. Next threats to her or publish private information. JP would make videos of her in private settings and then threatened to upload him if she did not do what he wanted. He convinced her to send a topless picture meant only for the eyes of her husband. Next assault, JP kept many guns and knives in the home. He punched holes in the walls during his fits of rage and said he was quote on the way, armed and ready when he demanded she leave her sisters home and come home. JP kept her in a constant state of panic and feared that she would do something to trigger him. Next rape, while she was hospitalized, JP demanded that she have sex with

12:39 him while she lay in the hospital bed. JP forced her to perform sexual acts against her will and demanded she watch him in sexual acts with others and forced her to sit so others could touch her body against her will. JP told her and preached on Sundays that if she did not submit to his every recrusts for sex in any manner, he desired that it was her fault if he needed to go get fulfilled by another woman or man. Next, preventing her from having transportation, JP slashed a total of five of her car tires. He inserted razors in her tires, potential to cause her to wreck.

13:19 JP took her vehicle that was titled in her name and paid for solely by her, and hid it from her. In order to be able to get to work. She was forced to buy a second vehicle, thus giving her two car payments and two insurance costs. JP took her purse, driver's license, and her car keys to prevent her from leaving the house. Next, interfering with her work. When she worked at the church, JP would randomly fire her for disobeying him, and then he would hire her back if she agreed on certain sexual acts or some other list of demands he allowed or wrote letters to her on church letterhead and demeaned her and put her down. She had to leave her job that she really loved the church and take a job in the restaurant industry. Next, ignoring request and commands to leave her alone, She asked him over and over again to leave her alone, but he would not. After a police officer warned him to leave her alone, he trespassed into her gated community to leave a quote present on top of her car. Next, cruelty to her dog. JP threw Micah's belongings out of the house and then demanded that she quote come get her dog. She couldnot keep the dog at the apartment she was staying in at the time, and he knew it.

14:36 When she did not immediately get the dog, he took the dog to her apartment and tied the little dog to the front door handle. He knew she was not home, and he left the dog there. She had to leave where she was at at the time to go home and get the dog. She found a home for the dog, but when JP found out about her giving the dog to someone else. He went there and demanded the person give him the dog back. Next destruction of property. JP intimidated her by damaging her property, breaking her things, giving away her things, and throwing them in the trash. He keyed her card, dented the hood with a dumbbell, backed it into something, damaging the trunk, and slashed the tires and cut up the passenger seat. Next destruction of supporting evidence.

15:23 JP actively sought out her journals and diaries, where she kept logs of details of things that he did to her. He found and destroyed many journals and writings belonging to Micah, which she intended to use as evidence to prove his destructive behavior and abuse of tactics. He also erased evidence, photos, videos, and writings that she kept on her iCloud and cell phone. Next misuse of legal documents. JP had an attorney write and send a cease and desist letter to Micah demanding she stopped talking bad about JP and the church or suffered legal ramification. JP had a lawyer draft up a post nuptial agreement and demanded she sign it, giving up certain marital rights before he would allow her to return to the marriage. JP used a lawyer to draft a separation agreement with one sided terms and demanded that she sign it without the benefit of representation. Next misuse of law enforcement. JP called the police on her for no reason.

16:24 He reported her for a crime she did not commit, making her the subject of an investigation which became unfounded and dropped. The officer allegedly told Micah it was abuse of a law and a waste of police time. Next misuse of legal process. JP filed papers twice in probate court to have her involuntarily committed, claiming she was manic, and asked for a mental health evaluation, claiming she was in danger to herself. The probate judge disagreed. JP convinced her to drop her divorce case against him, and then turned around and filed his own case and family court against her, and then he dropped his suit shortly after that filing. Next adultery. JP cheated on her many times.

17:09 He sent new pictures of himself to other women. He paid a woman from church ten thousand dollars to destroy a sexually explicit video of himself. He flirted with other women, He sexted and dated other women. He paid for sex from both men and women, people known as prostitutes. Stealing her identity, JP took her cell phone and sent texts to her family and friends pretending to be her. JP sent emails and texts from her accounts to church members and her family, pretending to be her and admitting she was doing bad things his attempt to disgrace her name. Next, cyber technology abuse. JP got access to her technology, changed her passwords, took over accounts, and hacked her social media, her iCloud, cell phone, and email. He posted on her social media feed and then took her down and locked her out of the account. He would text her about details of where she was, who she was with, and what she was wearing, or asked questions that only someone who was there would know to ask. Medical abuse. JP declared her bipolar, forced her to take lithium, monitored whether she complied with taking the pills, and forcefully gave her steroid quote testoserin shots in her arms, thighs, and buttocks.

18:29 JP would make her swallow pills in his presence, and if he thought she did not take them, he would cut them up and put them in her food. That through his own admission spiritual abuse. JP knew how much she adored and loved Jesus and the teachings in the Bible, and that she wanted to be a good Christian, so he used it against her. When she wanted a divorce, he told her God hated divorce and that it is a sin. When he would do terrible, terrible things to her, he would tell her that God said she cannot judge him. He's a good Questian and she should forgive him. Church abuse. JP weaponized the church against her and often used the pulpit to give sermons that were really messages to mica A correct her ways, or were directives to her, or sometimes used to demean her by name to the congregation.

19:18 She felt so strongly about tithing to the church, but JP refused to tithe with his own church for about four months, but he encouraged the congregation to do so, and this was very upsetting to her. He wrote letters to her on church letterhead for the purpose of harassment. Next phone calls to everyone, JP found out she went to another church and he called the pastor to explain her issues. JP found out she got back in touch with a female friend, so he called her to see what was going on. JP called and texted her family, her work. He called a roommate, her godmother, He called members of the congregation. He even called her lawyer after she passed the way to quote tell his side of the story and to ask for MICA's retainer money to be refunded to him. And that is freaking fallsy. Next, physical abuse without March, JP finger punched her in the throat, He held her up against the wall by her throat, slapped a drink out of her hand, and while in public together, he snatched a plate of food from her and threw it. So if you needed a breakdown of how allegedly fucked up this guy is there, you have it in detail, and we'll continue on with that cover letter.

20:36 If you follow my suggestion and read Micah's list, she should be reeling right now from disbelief and wonder on how in the world anyone could do all these things to a person and not be arrested or held accountable in some way. But in the state of South Carolina, we still have old domestic violence laws which recognize abuse only as physical. If the police are called, they look for black eyes, scratches, bruises, another physical proof of a crime, and upon finding none, then no one is arrested and the police leave as if they have no law to refer to for the psychological crime of course of control.

21:16 Victims of psychological abuse suffer immeasurable damage, impacting self confidence, self worth in every facet of their everyday life. What married victims of psychological abuse are told, quote, this is a domestic problem. You need to go to a family court for help. Unquote. The abuser takes away phones, money, and transportation, which makes that difficult, and it goes on shocking news. I was astounded to discover that. Four years ago, on February twentieth of twenty twenty, former Representative McClain tool introduced into the House of Representative the Course of Control Bill.

21:56 The bill's purpose is to amend the South Carolina law by adding a section to the title called Crimes and Offenses to codify the offensive course of control over another person. This is exactly what Mike's list is about, the many behaviors exemplifying course of control over a person's liberty. That bill was immediately that same day referred to the Committee on Judiciary, where it quote died Three years ago on January twelfth of twenty twenty one, Representative Robert May the Third introduced the same course of Control bill again. On the same day it was read to the House promptly referred to the Committee on Judiciary, where it died for the second time. Two and a half years ago, on December seventh of twenty twenty one, Senator Katrina Sheeley introduced the same course of control bill, with it finally being introduced to the Senate, one would think it's got a chance.

22:57 Now. On the same day it was read to the Senate, it was promptly referred to the Senate Committee on Judiciary, where it again died for the third time. Now go back and reread Micah's bill and notice that it follows this proposed law, which clearly indicates that had the bill been signed into law years ago, there is a possibility that a warrant would have been issued for JP Miller's arrest. Upon his arrest, he would have had to undergo a no contact order, which could have protected Micah. That arrest and no contact order could have provided that small window she needed to escape his alleged abuse, and finally, assuming her allegations were proven, he may have been convicted of coercive control, which is a proposed felony, and sentenced to jail for up to ten years. Sadly, we do not know if Micah took her life because she was manic or whether she possibly died in a way to escape the alleged abuse. What we do know is that cos troll is a real form of abuse that was recognized by Evan Starr and codified by other states including Hawaii, California, and Connecticut. So, based on the foregoing, I demand this bill be reviewed expeditiously by both the Senate and the House Committees on the Judiciary, and I ask you to sponsor the bill and request that the name of the bill be amended to Micah's Law. The clear goal of this bill is to avoid any person from being psychologically

24:30 and systematically abused. Furthermore, for those that commit this form of abuse to be held accountable. More importantly, if the bill passed, it has the potential to save an immeasurable number of victims from psychological abuse. I recognize and needs more work that is evident by the sixteen additional factors that I found missing from the bill and added to Micah's list. I also believe that the bill needs to include mandatory ankle monitors as part of the bomb requirements. I believe that it would be more prudent to require that a portion of the findes, fees and ankle monitor costs be allocated to a domestic violence fund to be used to provide free legal representation to victims of domestic violence.

25:14 The funds collected could pay for the salaries of one attorney in every county to represent the victims in court. I'm sure the General Assembly will see other improvements needed as well. If I can be of service in any way to get MICA's Law codified, please do not hesitate to call me. I am hopeful the citizens of South Carolina can count on you to support and be a voice for MICA's Law, and confident you will see how imperative this is for the protection of victims of abuse. With kindness regards, I am Regina Ward Esquire Ward Law Firm, and I'll tell you what that lady could not have put that any better in my opinion, And just to go over some of the highlights of that bill, because I do have it in front of me, that bill that she was referencing that had died so many times when it would go to the Senate, I'll just touch on that it says. Coercive behavior means an act or pattern or acts of assault, threats, humiliation, manipulation, intimidation, or other abuse, including emotional abuse that is used to harm, punish, or frighten another person by fraudulent representation, and at least the offensive course of control of another person may include, but is not limited to, the following types of behavior.

26:35 Isolating a person from their family and friends, Depriving a person of their basic needs, monitoring a person's time, monitoring a person via online communication or spywar, taking control over aspects of a person's everyday life, including where the person may go, who they may see, and what they may wear, even when a person may sleep. Depriving a person of access to support services, including medical services. Repeatedly insulting a person, including expressing the person's worthlessness, Enforcing rules and activities that humiliate, to great or dehumanize a person. Forcing a person to take part in criminal activity, including shoplifting or neglect or abuse of children, to encourage the person's self blame and prevent disclosure to authorities. Financial abuse, including control of finances, and only allowing a person penitive allowance, threats to hurt or kill, threats to a child, threats to reveal or publish private information, or extort the person or member of the person's family in retaliation by legal or other means, assault, rape, preventing a person from having access to transportation. So that's just some examples of that legislation. And look great legislation there right should have passed with flying colors, well as aggravating as it is, even after this, even after sending

28:09 that letter and all of this media hype surrounding mikeah Miller in her case, I've done some pretty extensive research trying to determine if that coercive control bill quote MICA's Law ever passed in South Carolina, and I can't dig up anything one way or the other regarding that. So if you're listening and you're from South Carolina or you have some direct knowledge, please reach out to me and message me and let me know what the status is with this bill where it stands, Did it stall as it passed? Because I can't find it anywhere and it's frustrating.

28:52 This is a no brainer, So I'm going to summarize some things that occurred over the ensuing months. On September nineteenth of twenty twenty four, John Paul Miller starts suing everybody, and he started with a paralegal that he sued for slander and libel after she posted some videos on TikTok and YouTube and her name was Melissa Mancerrey. And basically at this point, he's threatening everybody. He's telling him he's going to sue them for doing a podcast about him, et cetera. And look, this is one of the reasons I cover lawsuits because it's dissemination of public information and there's nothing illegal about that. And I'm also entitled to an opinion, and I always make sure that I state quote in my opinion when i'm doing that. And the reason I do that is to protect myself from letitious people like JP Miller allegedly. Now moving on, on November first, the FBI started searching JP's home and they were seen carrying out items including a heater screen, a bunch of boxes, an external hard drive. And they've been pretty tight leapt on what that investigation reasoning was, but I'll get to that a little later in this episode. On November third, protesters gathered at Solid Rock Church. This was just days after the FBI investigation, and it wasn't clear at that point whether John Paul Miller was at the pulpit, but

30:25 police were on hand. They set up a perimeter, put up barricades, etc. There were a ton of protesters out there. On November sixth, JP Miller actually got arrested on an assault charge after confronting a protester outside the church, and the next day, on November seventh, he was released. Now, according to everything that I've read, it was not a physical assault. Apparently he got into it with a female protester. They started cussing each other out, et cetera. But I can't find anywhere where it turned actually physical. Nonetheless, he was on an assault charge. Then, on February fifth of twenty twenty five, a Myrtle Beach judge denied John Paul Miller's request for a restraining order against a protester. He made a claim that he had been harassed. The judge denied that restraining order. So things are falling apart for JP Miller, but nothing would match this. On February twenty fifth of twenty twenty five, a little over a month ago, John Paul Miller is accused of the rape of a fifteen year old girl in the Shit Hits the Fan.
