Doug is the City Manager, also known as Chief Administration Officer (CAO), for the City of Kelowna from Kelowna, BC. Doug has worked for the city since 2004, and became the City Manager in 2018. The City of Kelowna is unique in it's low reliance on property taxation, which makes up only 20% of the city's billion dollar operational budget for 2026.
