General John A. Logan, leader of the Grand Army of the republic An Organization of Union Veterans, officially proclaimed May thirtieth, eighteen sixty eight as Decoration Day. He chose this date because it wasn't the anniversary of any particular battle and flowers would be in bloom throughout the country. By the early twentieth century, many people were calling it Memorial Day instead of Decoration Day, though the official name change didn't come until nineteen sixty seven.

Grant, as the eighteenth President of the United States and former Commanding General of the Union Army during the Civil War, Grant issued General Orders Number eleven, which designated May thirtieth as Decoration Day. The first national commemoration took place at Arlington National Cemetery, where future President James Garfield gave a speech and participants decorated the graves of both Union and Confederate soldiers with flowers. By eighteen ninety, all northern states recognized the holiday. Those Southern states honored their dead on separate days until after.
