Tim is an artist in public relations, public participation, and emergency management who excels at intense, challenging work. His varied background is a key asset to many emergency operations and management teams. Tim brings decades of operational, emergency response, leadership, and planning experience to the room, along with knowledge gained through various Indigenous engagement and public participation projects.

Tim has held leadership roles during some of Canada’s largest, longest and most destructive disasters. These include:
• 2025 Wildfires in BC and AB’s Peace and Cariboo regions
• 2024 BC Pemberton floods, Chilcotin landslide
• 2023 Wildfires in BC’s Cariboo, Squamish-Lillooet and Columbia Shuswap regions
• Pandemic communications for a health care authority and university
• Dozens of floods and hundreds of wildfires in BC’s Cariboo from 2017 to 2021
• 2013 Floods in southern Alberta

While his work has been adopted, studied, and cited globally by academics, authors, and hosts, his latest pursuits are to develop new practices for Indigenous relationships and engagement, emergency planning, and communications. Conrad also serves as a sessional faculty at the Justice Institute of BC, and host of the Wildfires, Floods and Chaos Communications Podcast.
Tim began Butterfly Effect Communications in 2015. The company has grown thanks to dozens of associates from across Canada who have worked to build trust during the most difficult times; work that billions around the world have viewed.
